Look at your category before anything else. Gayan (Loknritya) has a single seat and it is reserved for OBC, so it has no Unreserved or SC seat. Tabla has no EWS or Divyang seat. Only Sarangi carries an EWS and a Divyang seat. The notice lists no ST column at all.

The experience and All India Radio points are preferences, not compulsory conditions. The notice does not name a separate degree for each instrument. It only says the degree must be in the relevant discipline, so a Tabla player should hold the qualification in Tabla, and a vocalist in vocal music.
Candidates already working in a school, college or any educational institution must attach a No Objection Certificate (NOC) issued by that institution with the application. The notice makes this compulsory, so arrange it before you apply.
